2819 - SEO Senior Analyst – Climate Change Adaptation

The SEO post holder will report directly to one of the G7 analysts in the secretariat. The post holder will be expected to represent the secretariat as the lead expert for infrastructure, and work with the team’s G7s in developing an analytical work programme for the sector. The post holder will be expected to lead on report drafting, presenting and engaging with the Committee on their analysis, particularly Professor Richard Dawson who acts as the Committee’s infrastructure champion.

Key responsibilities:

The role will assess the effectiveness of current government policy in managing the impacts of climate change to infrastructure, including energy, transport, water and digital sectors in the context of other social, economic and environmental challenges. This will include the following:

• Oversee the infrastructure chapter of the third CCRA Evidence Report. This will include regularly liaising with the technical chapter authors based in universities across the UK, reviewing the chapter, helping to fill in evidence gaps and ensuring CCRA research project results are included.
• Lead on drafting the infrastructure chapter for the 2021 adaptation progress report to Parliament. The post holder will need to undertake a detailed assessment of the progress being made in implementing adaptation policies and proposals in England and make policy recommendations for Government.
• Develop and deliver in-house policy, economic and/or scientific analysis on infrastructure sectors to present within future Adaptation Committee reports.
• Work with Committee members on preparing Committee reports to their satisfaction, including presenting to the Committee at their monthly meetings.
• Engage relevant stakeholders, including infrastructure operators to develop, test and communicate the Adaptation Committee’s findings. In particular liaise with infrastructure operators reporting under the Government’s Adaptation Reporting Power and help run the Infrastructure Operators Adaptation Forum.
• Present evidence of climate change in an engaging way for external audiences.
• Prepare, commission and oversee external research projects within the Committee’s future research programme.

We are looking for candidates with very strong technical, analytical and writing skills (for example those working in scientific, economic or operational research disciplines) backed by an ability to engage a range of stakeholders and communicate results in an insightful, compelling way. Expertise and previous knowledge and experience of working in infrastructure and/or climate change adaptation is highly desirable. The post requires a self-motivated, enthusiastic person with excellent stakeholder engagement and influencing skills.

Please note, the post is full time but consideration will be given to other working patterns including part-time and job-shares.

Specialist skills:

Essential: Strong analytical, written and verbal communication, team-working and interpersonal skills.

Desirable: Experience working in climate change analysis, policy, infrastructure sectors or similar.

Location:

London based (CCC offices near Victoria). However, due to Covid-19 restrictions the successful candidate will initially be required to be fully home-based.
