The Committee on Climate Change (CCC) is an independent, statutory body established under the Climate Change Act 2008. Our purpose is to advise the UK government and devolved administrations on greenhouse gas emissions targets and report to Parliament on the progress being made in reducing emissions and preparing for climate change.

The CCC is seeking to recruit a senior analyst (at SEO/SSO level) to work in the secretariat that supports the Adaptation Committee of the CCC. This is an exciting opportunity to work in an organisation that is recognised internationally as being at the cutting edge of research and advice on climate change and its impacts.

The post holder will be the infrastructure lead in the secretariat. This will include producing analysis on infrastructure sectors, drafting reports, engaging external stakeholders and presenting key findings to the Committee in order to support the Adaptation Committee's statutory roles, which are to:

  • Assess preparedness in England for the key risks and opportunities from climate change every two years. The Adaptation Committee published its latest statutory report to Parliament on the Government's second National Adaptation Programme in June 2019. The Adaptation Committee’s next statutory report will be in 2021 and the post-holder will lead on conducting the analysis and writing the chapter on infrastructure.
  • Advise the UK Government and devolved administrations on climate change risks and opportunities, through the development of the UK Climate Change Risk Assessment (CCRA). The Adaptation Committee published an independent Evidence Report for the last CCRA in July 2016. This informed the government’s formal CCRA report to Parliament, published in January 2017. Work on the next CCRA Evidence Report is well underway and the post holder will oversee the production of the infrastructure chapter, for publication in July 2021.

The Adaptation Committee is formed of internationally-renowned experts in the fields of climate change, science, engineering and economics, and is chaired by Baroness Brown of Cambridge. The secretariat supports the Committee by undertaking and presenting relevant analysis and drafting the Committee’s reports. Currently, the secretariat is made up of one G5 and three G7 level analysts. The team works very closely with the Committee, other international experts and academics, colleagues in Defra and across Whitehall and the devolved administrations, industry leaders, and other stakeholders, to inform its work. This post offers an opportunity to experience working in an independent advisory non-departmental public body, develop a profile as a leading national expert on climate change and infrastructure, and hone skills related to research and analysis, data visualisation, and written and verbal communication.

The SEO post holder will report directly to one of the G7 analysts in the secretariat. The post holder will be expected to represent the secretariat as the lead expert for infrastructure, and work with the team’s G7s in developing an analytical work programme for the sector. The post holder will be expected to lead on report drafting, presenting and engaging with the Committee on their analysis, particularly Professor Richard Dawson who acts as the Committee’s infrastructure champion.

Key responsibilities:

The role will assess the effectiveness of current government policy in managing the impacts of climate change to infrastructure, including energy, transport, water and digital sectors in the context of other social, economic and environmental challenges. This will include the following:

  • Oversee the infrastructure chapter of the third CCRA Evidence Report. This will include regularly liaising with the technical chapter authors based in universities across the UK, reviewing the chapter, helping to fill in evidence gaps and ensuring CCRA research project results are included.
  • Lead on drafting the infrastructure chapter for the 2021 adaptation progress report to Parliament. The post holder will need to undertake a detailed assessment of the progress being made in implementing adaptation policies and proposals in England and make policy recommendations for Government.
  • Develop and deliver in-house policy, economic and/or scientific analysis on infrastructure sectors to present within future Adaptation Committee reports.
  • Work with Committee members on preparing Committee reports to their satisfaction, including presenting to the Committee at their monthly meetings.
  • Engage relevant stakeholders, including infrastructure operators to develop, test and communicate the Adaptation Committee’s findings. In particular liaise with infrastructure operators reporting under the Government’s Adaptation Reporting Power and help run the Infrastructure Operators Adaptation Forum.
  • Present evidence of climate change in an engaging way for external audiences.
  • Prepare, commission and oversee external research projects within the Committee’s future research programme.

We are looking for candidates with very strong technical, analytical and writing skills (for example those working in scientific, economic or operational research disciplines) backed by an ability to engage a range of stakeholders and communicate results in an insightful, compelling way. Expertise and previous knowledge and experience of working in infrastructure and/or climate change adaptation is highly desirable. The post requires a self-motivated, enthusiastic person with excellent stakeholder engagement and influencing skills.

Please note, the post is full time but consideration will be given to other working patterns including part-time and job-shares.

Specialist skills:

Essential: Strong analytical, written and verbal communication, team-working and interpersonal skills.

Desirable: Experience working in climate change analysis, policy, infrastructure sectors or similar.

Development opportunities and training:

There will be opportunities for personal and professional development on and off the job with appropriate training.

Location:

London based (CCC offices near Victoria). However, due to Covid-19 restrictions the successful candidate will initially be required to be fully home-based.
