The Climate Change Committee is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It was created as a key part of the long-term legal framework set out in the Climate Change Act (2008). The Act sets a long-term target for 2050 (previously for an 80% reduction on 1990 emissions, now Net Zero emissions) and requires that carbon budgets (five-year caps on emissions) are set on a path towards the long-term target.

The CCC has established itself as a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation. Its reports can be accessed from the CCC’s website: www.theccc.org.uk

The CCC is comprised of a Board (‘the Committee’) and an analytical secretariat. The Committee has a distinguished membership of leading experts from the fields of climate change, science, engineering and economics: www.theccc.org.uk/about-the-ccc/the-committee. The Committee is supported by a Secretariat of around 30 economists, operational researchers, scientists and other analysts.

It is the first body of its kind in the world and brings together different strands of expertise from its members, from government, the research community and business. It draws on existing information and undertakes its own analysis to provide expert advice to Ministers and to Parliament. It is required to give advice to Ministers on climate change matters covered by the Climate Change Act and on an ad-hoc basis as and when requested.

Summary

The Climate Change Committee are seeking a high-performing policy analyst to work on buildings within the mitigation secretariat. Existing energy and climate expertise is advantageous but not necessary.  This is a fixed-term appointment, available as a secondment or a loan, aiming to start as soon as possible and run for an initial period of 12 months.

About the role

The post-holder will be based within the Buildings team, looking at how best to decarbonise the UK’s homes. This is a high-profile multi-disciplinary team with an active and engaged set of stakeholders. This role is maternity cover for a Grade 7 Senior Analyst, leading the CCC’s analysis, stakeholder engagement and policy work on residential buildings. The team also currently includes one other Senior Analyst (G7) and an Analyst (HEO). The role will be suited to a strategic self-starter with strong analytical and communication skills who is confident in moving seamlessly between the big picture and the detail, developing strong networks to enact robust evidence-based policy in line with carbon targets, who enjoys thinking about decarbonisation pathways, policy design and how to motivate people and organisations to change. Ideally candidates will be able to demonstrate familiarity with climate change economics and policy, particularly in the buildings sector, along with some experience of applying modelling/analysis to the real world. An appreciation of the different roles of businesses, households and government will be vital.

The precise set of issues to be worked on will depend on the postholder’s skills and expertise but is likely to include:

  • Lead on drafting sections of the annual progress report to Parliament, including well-evidenced and high impact recommendations to Government Departments.
  • Develop the CCC’s indicators and metrics to track meaningful progress in the building sector, looking across the full chain of decision makers and working with Government, business, academia and the third sector.
  • Evaluate policy progress and work to develop well-evidenced and timely strategic and policy positions on Government policy, including the design of buildings standards, incentives, skills and other policy, working closely with policymakers across Government to incorporate the evidence into policy development.
  • Prepare buildings inputs to other CCC reports, roundtables and media briefings and represent the CCC at external events, including public speaking opportunities.
  • Work flexibly across the mitigation work programme, including potential work on different themes (e.g. public engagement, ‘who pays?’, governance), work with Devolved Administrations and with the international team.

The postholder will contribute across the range of tasks required in these areas:

  • Undertaking desk-based analysis and research.
  • Engaging widely, including with relevant stakeholders in academia, business, NGOs and across Government and representing the CCC at high-profile engagements.
  • Presenting findings at monthly Committee meetings, articulating clearly your analysis and its complexities, to help the Committee understand the issues and reach its conclusions.
  • Quality-assuring analysis, including spreadsheet-based models, and working to ensure the CCC’s advice is based on the best available evidence and assumptions.
  • Drafting clear, well-evidenced and engaging inputs to CCC reports and other outputs.
  • Line management of the HEO Analyst in the Buildings team.
  • Planning the CCC work programme on residential buildings to make the best use of the available resources and have the most impact.

The postholder will work in the secretariat alongside colleagues with economics, science and technology backgrounds, and alongside the distinguished members of the Committee. They will gain a deep understanding of the technological, economic and political challenges to climate action and have opportunities to develop analytical, presentational and influencing skills in an environment with a direct influence on policy development in the UK and around the world.

You will be expected to work flexibly with other CCC analysts across mitigation and adaptation, to manage work independently and work at times to tight deadlines. As projects complete, you will need to work flexibly to move onto new projects. You will operate with autonomy within a supportive team environment and engage confidently across the CCC team and externally.

Things you need to know

Location: The team are currently working remotely, before a planned move to Government offices at 1 Victoria Street in London by September 2021. We envisage this as a full-time position, but part-time and flexible working arrangements will be considered.

Grade and Salary: This is a Grade 7 post and the expectation is that the successful candidate will join on the minimum of the CCC Grade 7 pay band (or current salary, subject to the band).

Experience

Essential

Minimum of two years’ relevant experience.

Excellent numeracy and spreadsheet skills.

Excellent written and verbal communication skills, including the ability to write clear reports on complex subject areas ensuring these are appropriate for the given audience.
