The Climate Change Committee is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It is a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation.

The Committee is supported by an analytical team of around 50 economists, scientists and analysts. The technical team is supported by a Corporate Team of around 10 professionals responsible for delivering a full suite of corporate services. The Finance Manager will play a key role in the Corporate Team with responsibility for financial planning, reporting and analysis.

About the role

This is a fast-paced and challenging role with tasks and responsibilities which span several key finance disciplines including:

  • Management Reporting
  • Finance Business Partnering
  • Financial Accounting and Reporting
  • Financial Operations

This role will allow the successful candidate to develop their experience and exposure to a wide range of financial disciplines providing an excellent development opportunity.

Responsibilities

Management Reporting

  • Preparation of month end journals, to include raising accruals and prepayments and resolving any corrective entries required in the general ledger.
  • Committee fee processing, reconciliations, journals, payments
  • Payroll and associated returns, FTE sheet and reconciliations
  • Ensure month-end procedures are adhered to and accounting deadlines met.
  • Review monthly reconciliations across a range of items including balance sheet accounts and liaise with shared services partner to resolve variances.

Finance Business Partnering

  • Ensure managers are made aware of significant financial issues and risks.
  • Prepare financial management information from SOP system generated reports.
  • Review monthly expenditure items and raising and resolving issues with shared services partner.
  • Collate and respond on periodic returns.
  • Ad-hoc project work across Finance, HR, IT, Procurement, Operational.

Financial Accounting & Reporting

  • Prepare financial evidence for interim and year-end audits and work with auditors to resolve audit questions.
  • Develop and maintain Management Information systems to enable reporting.
  • Support the Corporate Team with internal audit processes.

Financial Operations

  • Responding to finance queries from both internal stakeholders and external suppliers in a timely manner through effective management of the Finance Team Outlook inbox.
  • Purchasing tasks, including but not limited to, raising requisitions, receipting PO’s, liaising with shared service partner to resolve issues.
  • Checking and processing credit card (GPC) expenses.

Key skills and knowledge

Experience in central government financial management, financial analysis, and financial planning, with a working knowledge of Oracle based finance systems e.g., SOP, Hyperion/SmartView, strong Microsoft Excel skills and a working knowledge of managing database extracts, both financial and non-financial is desirable.

Ability to adopt a proactive problem-solving approach in responding to the changing needs of the business.

Experience of dealing with external auditors.
