4785 - G7 Senior Analyst, Business and Finance
The Climate Change Committee is the independent expert statutory adviser to Parliament and the UK Government on climate change policy. It was created as a key part of the long-term legal framework set out in the Climate Change Act (2008). The Act sets a long-term target for 2050 (Net Zero, a 100% reduction in net emissions from 1990) and requires that carbon budgets (five-year caps on emissions) are set on a path towards the long-term target. The Act also requires that the UK assesses and responds to the risks that it faces as the climate changes.
The CCC has established itself as a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation. Its reports can be accessed from the CCC’s website: www.theccc.org.uk
The CCC is comprised of two Boards (‘the Committee’ and ‘the Adaptation Committee’) and an analytical secretariat. The Committees have a distinguished membership of leading experts from the fields of climate change, science, engineering and economics: www.theccc.org.uk/about-the-ccc/the-committee. The Committees are supported by a Secretariat of around 40 economists, operational researchers, scientists and other analysts.
The CCC was the first body of its kind in the world and brings together different strands of expertise from its members, from government, the research community and business. It draws on existing information and undertakes its own analysis to provide expert advice to Ministers and to Parliament. It is required to give advice to Ministers on climate change matters covered by the Climate Change Act and on an ad-hoc basis as and when requested.
The Climate Change Committee is looking for a talented Senior Analyst (Civil Service G7 grade) to lead the CCC’s work on the role of business and finance in the UK’s transition to a Net Zero economy. The role offers a unique and exciting opportunity to shape the CCC’s advice to government on this critical topic. This is a two year position, starting as soon as possible, ideally by March 2023.
The private sector will be the primary delivery agent of the UK’s transition to Net Zero, and of important aspects of climate adaptation. Businesses must cut their own emissions (scopes 1 and 2) and those of their products and supply chains (scope 3). Private sector actors also need to grow new markets in low-carbon technologies and behaviours, reskill employees, decarbonise and future-proof supply chains, make appropriate investments and support necessary policies. The onus is on both Government policy and private sector actors themselves to ensure this happens.
In the last few years, the CCC has published analysis and advice relating to the role of the private sector, including a briefing on the role of business in reaching net zero, a report on voluntary carbon markets and a section in the annual Progress Report (pp472 - 485). The CCC is looking to build on this work to continue to help build the evidence base on what is needed from government to harness private sector ambition and action.
The role sits within the CCC’s ‘People and Business Team’, which spans the role of people, the just transition and the private sector in the UK’s transition to a Net Zero and climate-resilient society. The team considers both mitigation and adaptation perspectives. This is a newly formed team, with a supportive, friendly and motivated working culture. There will be scope for the post-holder to review work to date and identify priorities for future CCC work in this area, but focus areas are likely to include:
- Finalising a report currently being developed on the role of business in net zero
- Coordinating an advisory group of businesses to ensure they provide high-quality inputs into the report
- Organising and attending roundtables with key expert and sector groups to inform the CCC’s analysis and understanding of the key barriers and incentives for business action
- Finalising the CCC’s analysis on the role of business, including quantitative emissions pathways and synthesis of published external reports
- Drafting the final text for the report, including an analysis of the current role of business in delivering net zero, and outlining a set of recommendations for government and businesses to take forward
- Developing a monitoring framework for private sector progress towards net zero, considering both the real economy and finance
- Working with CCC sector teams to develop sector-specific analysis and external engagement relating to the role of the private sector
- Providing effective line management to an HEO, who will spend around half of their time supporting on the business and finance work
- Working with the CCC senior team to develop the next phase of work on business and finance, including the CCC position on green finance and tracking low-carbon investment
- Contributing flexibly to wider team priorities and pieces of work as needed, potentially supporting on short-term pieces of analysis on just transition or people
Throughout the process the post-holder will be responsible for engaging with a range of stakeholders to gather information and sense-test emerging analysis and recommendations:
- Building and maintaining a network of external stakeholders from the business, financial institutions, trade bodies, government, academia, civil society and beyond
- Working across the CCC teams to link the work with sector specific analysis
- Presenting initial analysis and recommendations to the two CCC Committees
This role would be most suited to someone with experience in:
- Either green finance or private sector emissions reduction, preferably working directly with private sector actors (although we would accept candidates who can demonstrate other experience that would help them work on these topics)
- A degree in a numerate discipline (e.g. engineering, environmental science, economics)
This role will be suited to someone with excellent skills in:
- Analysis (including numeracy and working with spreadsheets)
- Communication (both written and verbal), including the ability to write clear reports on complex subject areas ensuring these are appropriate for the given audience.
- stakeholder engagement and networking
It would suit someone who enjoys thinking about decarbonisation/adaptation pathways and policy design.
The work of the CCC to date has been influential in setting the direction of UK and devolved administration climate policy, and in the development of policy in highly challenging areas. This post provides an excellent chance to work on high-profile policy areas with a high degree of autonomy, with a strong analytical focus, within a supportive team and with exposure to the distinguished members of the Committee. The roles also provide an opportunity to develop report writing, project management, influencing and stakeholder relation skills.

The CCC supports a wide variety of working patterns such as compressed hours, home working, part time hours, job sharing and flexi time. National pay bands may be used where staff apply to work from home for more than 40% of their working hours and live outside London. The national pay band for this grade is £49,075 - £56,350.
