3028 - Diffuse Water Pollution Lead Adviser
Key tasks/principal accountabilities:
You will have delivery oversight of water quality and quantity issues affecting our Protected Sites across Norfolk and Suffolk. You will work internally with Area Team colleagues and National Specialists, and externally with partners and stakeholders to advise on and deliver mechanisms to address these issues. This includes:
Diffuse Water Pollution Plans
Many of our freshwater Sites of Special Scientific Interest (SSSIs) are at risk of, or not meeting their conservation targets because of Diffuse Water Pollution (DWP) issues. DWP Plans were put in place in 2010 as a long‐term management planning approach to tackling DWP issues. The plans cover the complexity of local issues and are delivered in partnership with the Environment Agency and other key local stakeholders as appropriate.
DWP Plans consider the available evidence for diffuse pollution, its causes, and the scope of existing measures / mechanisms at work. They identify knowledge gaps and how they might be addressed and identify further actions that may be required and the mechanisms needed to deliver them. They should coordinate and drive delivery of actions at the catchment level and should champion an integrated approach to the application of advice, incentives and regulatory mechanisms. DWP plans are working documents to support an on-going and iterative remedy process. Plans must adapt over time to the emergence of new evidence, new tools and changes in the policy landscape. This role will provide Area Team oversight of the plans and drive forward their delivery.
Working with Water Industry Partners
The role will also provide Natural England’s technical input into water industry strategic plan advice. In particular into River Basin Management Plan 3, and statutory plans such as water company Drought and Drainage & Wastewater Management Plans.
Key tasks:
DWP plans 0.7FTE
Take a lead in initiating and updating the evidence and delivery of progress for the 9 DWP plans in Norfolk and Suffolk.
Develop implementation plans which prioritise actions within the plans and have clear timescales and outcomes.
Work with water specialists to identify issues/ measures that can best be progressed through a national approach.
Work with SSSI Responsible Officers and Catchment Sensitive Farming Officers to ensure that they have the tools and knowledge to be able to progress the plan actions effectively.
Lead the development and delivery of a Stakeholder Engagement Plan and engage with local delivery partners and stakeholders to maximise delivery potential.
Ensure reporting requirements are fulfilled including identifying remedies and threats and recording these on CMSi.
Develop and submit bids for Water Framework Directive funding once known evidence gaps are established to progress delivery
Take a lead on liasing with national staff around the Judicial Review and implications for these 9 sites
Ensure linkages are made between DWP Plan delivery and other regionally important water programmes e.g. Price Review14 (PR14), Water Resources Management, Catchment Flood Management etc.

Gather evidence and develop Natural England’s advice with colleagues to get maximum environmental benefits from strategic and statutory water plans.
