The Committee on Climate Change was created as an independent expert body to advise Parliament and the Government on climate change policy. The Act sets a long-term target for a reduction of at least 80% in UK greenhouse gas emissions by 2050 compared to a 1990 baseline. The Act also requires that carbon budgets (five-year caps on emissions) are set on a path towards the long-term target.
The CCC has established itself as a high-profile, high-impact expert body in the analysis of climate change mitigation and adaptation. It is the first body of its kind in the world and brings together the expertise of its members, from the fields of climate science and policy, economics, technology, behaviour and business. It draws on existing information and undertakes its own analysis to provide expert advice to Ministers and to Parliament.
The Committee is supported by a Secretariat of around 30 economists, operational researchers, scientists and other analysts.
The Committee requires a Grade 7 Finance & Operations Lead to manage the finance, corporate governance and HR functions. Whilst working at a senior level the role requires a ‘hands on’ approach with the ability to take on all tasks which fall within this broad remit.
Core accountabilities include:
Providing effective financial control for the CCC by taking responsibility for managing budgeting and forecasting activity and producing accurate monthly management accounts.
Preparing the statutory financial accounts including working with the Audit Committee, Internal and External Auditors and contributing to the BEIS Departmental Accounts.
Ensuring appropriate corporate governance mechanisms are in place and working properly.
Managing HR activity, including recruitment, the annual pay remit, workforce planning and performance management.
Maintain and build relationships with our Sponsor Departments and the devolved administrations.
Build relationships with the providers of outsourced services to ensure consistent service delivery and value for money.
- Provide support to the Corporate Services Team
Required experience:
- Experience of managing and developing financial systems, controls and budget processes.
- Experience of managing the production of monthly management and statutory accounts.
- High level of technical accounting knowledge
- Good communication skills
